Congressional Resource Program
The Congressional Resource Program (CRP) is CCAI’s primary initiative for providing objective, relevant information to educate policymakers on key issues related to adoption, child welfare, and family permanency both domestically and internationally. Through congressional briefings and focus events, policy reports, roundtable conversations, and legislative alerts, CCAI provides helpful information to federal policymakers to identify and remove policy and practice barriers that hinder children from being part of a permanent family.
Congressional Opportunities

Pathways to Permanency Policy Series
Presented as part of CCAI’s 2026 Pathways to Permanency Series, this multi-part webinar convening will take place as part of a set of monthly online briefings hosted by CCAI from January through October 2026, exploring key issues and barriers to permanency outcomes for children and youth.

Enhancing Reunification Through Policy and Practice
Reunification is the primary permanency goal in most child welfare cases, recognizing that children generally do best when they can safely return to their families. However, many parents face unnecessary barriers to accessing the services, supports, and resources needed to achieve timely reunification, which can delay permanency for children. This webinar will examine the policies and practices that support safe, timely, and successful reunification while balancing the need for timely permanency. Webinar attendees will explore opportunities to expand access to family-centered services, strengthen parent engagement and case planning, address systemic inequities that affect families, and improve outcomes for children by supporting lasting reunification whenever it is safe and appropriate.

Keeping Families Together: Breaking Down Barriers to Prevention & Family Preservation
Strong prevention and family preservation efforts can help keep children safely with their families, reducing unnecessary child welfare involvement and the need for foster care. Yet too many families face barriers to accessing timely, effective support. This webinar will examine the policies and practices that help strengthen families, address the root causes of child welfare involvement, and improve outcomes for children. Participants will also explore opportunities to reduce structural and systemic barriers, strengthen the child welfare workforce, and expand access to prevention and family preservation services that promote family stability.

Keeping Families Connected Through Kinship Care
In recognition of National Kinship Care Month, this webinar will explore the critical role kinship care plays in promoting stability, preserving family connections, and improving outcomes for children. While children in kinship care often experience greater continuity and stronger connections to their families and communities, many kinship caregivers face barriers to accessing the financial, legal, and supportive services they need. Attendees will learn about the current landscape of kinship care, explore innovative programs and practices that are strengthening support for kinship families, identify persistent gaps in services and resources, and discuss policy opportunities to expand access to supports that help children safely remain connected to family whenever possible.
